I too have the same problem, but only after discovering that a Sober@mm virus
had penerated my system. Even after removing the virus, it still displays a
blank page Device Manger, all previously plug and plug installed devices
work. However no new plug and play device can be installed or
identified/displayed in Device Manager.

The network connections will also not be there. The impact of the virus will
use the network connections heavily to spam itself, thus any
dial-up/internet/LAN connections seem to be inconsistent.

Remove the virus by using the lastest virus patch definitions and try
reconnecting.

try this I found in one of the treads, it works, but still you have to remove
all virus worms first:
See if running the AproposFix tool below helps:
http://www.dslreports.com/forum/remark,14679793

Note that the utility referenced above removes a Malware reponsible for
blank device manager.

This issue showing up recently, seems to be caused by a Malware named
Apropos.C. It installs a Kernel driver with a random file name. More
information available at:

As for the blank Device Manager page, go to Start ---> Run. Type
services.msc. In the Services window, check if an item named Plug and
Play is started and is set to Automatic startup. If not, change it.
