Running Programs Not On My Windows XP Toolbar

Suddenly I can no longer cruise to the bottom of my monitor and choose a
different running program. The running programs are not appearing on my
"task bar" or "start bar". I can alt-tab between running programs, and I can
start task manager and see them in the list of "Applications".

Where did they go, and how can I get them back?
I run an up-to-date AV and Microsoft Spyware. Both scanned recently, found
nothing.
