Taskbar stealing focus when I launch apps.. how do I fix that?

Just switched to XP Home from Win98se and I've got a little annoying
problem that I would like solved. I'm sure it's some setting that is
buried 15 clicks deep .. but could someone point me to it??

The problem is .. sometimes I open a new program the program will
start up behind what I'm currently doing, the task bar flashes the
program.. but it won't bring it up to the forefront until I minimize a
bunch of other windows. (I make all apps use FULL screen whenever
possible) Alt-tabing to a program won't bring it up as well. This is
really annoying.

You probably changed resolution, and it is appearing off screen

Click the icon to 'Restore' it, then press alt-spacebar, then "M", then down
arrow, and click the mouse.

When a window that does not have focus is updated by its program, the
default setting prevents it from becoming the foremost (top) window,
instead, it flashes in the taskbar.

HeldUp is the easiest way to stop windows from disappearing behind other

Thank you Mr. Ferguson for attempting to help, but I probably
didn't explain the issue correctly.

While in full screen in Agent right now, if I start up say..
Music Match it starts up but the task bar pops up (I leave it hidden)
and has it flashing there. I have to click the task bar to maximize it
to see it.
The way I'd like to see it work is when I open a new program
it opens up and becomes primary window .. like it always did in every
other version of WINDOWS. (who thought this new 'feature' was a good
idea?.. not very convenient .. bah.)

Oddly... if I open up IE .. it takes focus and becomes my primary
window at full screen. (which is good) Why are some other apps not
working like that? I think there must be some tick to have the task
bar not steal focus(?).

AHHH I knew there would be a setting somewhere to stop this
annoyence!! Thanks Kelly , I happen to have TweakUI installed already.
