Because even though I am logged on as an Administrator it
keeps telling me that I have insufficient privileges when
I try to install some softwares (not all)

This is very unlikely to have anything to do with read only. Read only on a folder does NOT mean read only. It means parse the desktop.ini file.

There are a few very old programs that do check for read only and refuse to work if set. This is unlikely to apply to you.

Cannot Change the Read-Only Attribute of System Folders
The information in this article applies to:
a.. Microsoft Windows XP Professional
b.. Microsoft Windows XP Home Edition
SYMPTOMS
You cannot remove the Read-only attribute from a system folder (for example, My Documents) by using the Properties dialog box for the folder.
CAUSE
The Read-only attribute causes Windows Explorer to verify whether the folder is a special system folder. If you removed the Read-only attribute, the folder would appear as a typical folder, and all customizations (such as customizations in My Pictures or My Music) would be lost.
STATUS
This behavior is by design.
MORE INFORMATION
The Read-only attribute on a folder is ignored by the file system. You can still delete, rename, and change a read-only folder in other ways. The Read-only check box for system folders is always unavailable (appears dimmed) instead of containing a check mark. You can remove or put a check mark in the check box to modify the attributes of the contents of the folder (files but not subfolders), but you cannot change the Read-only attributes of system folders.

In this case how could I install those softwares?
See, I don't understand why I was able to do it before
and no longer am I able to to do it.

The exact message is: Error 1317.
Anerror occurred while atempting to create the directory
C:\Program Files\Miramar

(before that i had: Installer has insufficient privileges
to accesss this directory: C:\Program Files\Miramar

That's a windows installer error. Go to www.sysinternals.com and get filemon. Run filemon and install the program again. This will show what directory and the windows error message (which will say why the directory can't be created).

I did run filemon, installed the software and checked if
it says anywhere "cannot create" but it says "success"
everywhere
