Error 1334: Problem will Windows Installer

Error: 1334
'Dec2RAR.dll20B276B9_FA69_4BAA_AFE1_B50536126FAE'
cannot be installed because file cannot be found in
cabinet file 'cabs.m33'
Told to reinstall MSI but unsuccessful. Told to
unregister and reregister MSI in DOS. Told to type
cd\winnt\system but registry incorrect. I can't find any
information on MSI for Windows XP. Help.

Suggestions:
Go to Start/Run and type in:
msiexec /unregister [click ok]
Then Start/Run and type in:
msiexec /regserver [click ok]
Go to Start/Run and type in: msiexec /regserver
