Replacing Windows Installer

Major Malfunction

I am working on a computer for someone and have a problem I've never seen
before. A program was installed and it does not run, will not allow an
uninstall or a re-install. All attempts at removing the program or
reinstalling fail because the program is looking for a nonexistent location.
Other programs are not effected by this problem. A subsequent message says
the Windows installer may be corrupt or there may be a virus present. I am
pursuing the virus problem independent of this post (it's their antivirus
program that won't run / install) but would like to know what to do if it is
the installer.

How can the Windows installer be replaced? They are running WinXP Home with
SP1.
