The problem: I can log onto HTPC and access every other device on the
network with no problem, read files, remote login, etc (except for the
notebook which doesn't support that). I can log onto any other computer and
access every other device on the network BUT NOT HTPC. So HTPC effectively
has a one-way path to the home network.
I have looked at services and settings on HTPC and have torn out much of
what remains of my hair but haven't come up with anything. Can anyone offer
any help about where to start looking?

A good starting point might be to post the output from the command below
when executed on HTPC and on one of the other PCs. I would also disable all
firewalls on HTPC while testing. What happens when you boot up HTPC in Safe
Mode with Networking?
