I also tried it in safe mode but the same message came up.. can anyone help?
Check if Windows installer service is running and its startup type is set to
automatic.
Start | Run, type services.msc and look for Windows installer.
In a safe mode, windows installer service will not be running so if a
program makes use of this service to uninstall itself you may not be able to
do it from safe mode.

Method:
Access registry editor. Start | Run | regedit.exe
HKEY_LOCAL_MACHINE\Software\Microsoft\Active Setup\Installed Components.
You will find entries similar to {89820200-ECBD-11cf-8B85-00AA005B4383},
click each of them until you find JRE. Once found, look for Isintalled key
and change the value to 0. Restart the computer and try again install JRE.
