I met a similar problem.
An error related to VS60wiz.exe happens when I started to
install Visual Studio.
Then I detached the LAN cable from my embedded system and
tried to install it again.
The installation was successful without any error.
Why does the LAN cable connection occur the problem?

Is this behavior repeatable on your target system (i.e. if
you plug the network cable back in, and re-install MSVC
6.0 again, do you get the error message)?
What components do you include in target designer? Do you
have any extra registry or file overrides, or any other
unusual settings in your configuration? I have tried many
different configurations and many tests, and have not been
able to get the MSVC 6.0 install to work at all on my XPE
target system.

I have a bad news.
Yesterday I tried to install it with disconnecting cable
again, but I got the error message. WHY?
Then after I open the README at the first dialog and close
it, I tried to install again. it was successful. I was
happy but WHY? I am embarrassed.

Yes, I got the erroe message.

Of network, I did not modify or add any extra registry or
files, and my settings is usual.
