How to build a GPS?

Although my goals need to use location and proximity GPS type functionality
I'm only using the TomTom and Garmen GPS units as a means to have a form
factor I need to discuss. For example...

Are the GPS units on the market powered by battery or what? Do they use
ZigBee or Bluetooth or what? Anybody then know what kind of developer board
or whose developer board you might recommend? I need a GUI and I can code
using the MicroFramework and intend to consider using Sidekick.

My device will need to signal an approximate maximum distance of 30-40 feet
and not line of sight as there will be a lot of people and furniture in the
room when the device is being used. Finally, multiple devices will be used
in the same room all at the same time.

Any questions or tips from you seasoned pros?
