Mouse Wheel - Scroll In Non-Focused Windows

I switched from an A4Tech to a Logitech mouse driver and lost the
ability to scroll (with the wheel) in windows next to and under the
window that has focus without clicking in them. Could that be a registry
value I can insert?

Do you know of one that makes the center button pan, like the hand tool
in Adobe Reader?

The iOfficeworks 7.8 driver for my A4Tech Swop80 mouse could do it. It
works for the Logitech mouse, but the Logitech SetPoint gives me faster
action so I've kissed that feature goodbye.
