I tried going to my icon folder to change settings in the "file types" tab
of the folder properties. I selected the .ico files and then in "advanced"
I selected "open" and clicked on "set default". I wasn't sure if that would
do it, but it didn't.
Any ideas?
Also, if what I tried doesn't work, then what is that option in "file types"
for? I've always wondered that.

That is an action caused by using Picture and Fax Viewer. Once another program is selected, the Preview option will be replaced with Open as the default.
You can check your settings here: Start/Run/Regedit
HKCR\SystemFileAssociations\image\shell\edit\command

Go to Start/Run/Regedit and Delete this string:
HKEY_CLASSES_ROOT\SystemFileAssociations\image\ShellEx\ContextMenuHandlers\ShellImagePreview

Manually Edit: Right Click On image file. Choose Open With, then Choose Program. Select your favorite image viewer program. Check the "always use selected program" box Click OK.
If you are wanting to change the default program, follow the same process. Once another program is selected, the Preview option will be replaced with Open as the default.
