My Temp folder (C:\Documents and Settings\[my name]\Local
Settings\Temp) contains several folders and sub-folders, as well as
nearly 14mb of files. Can all of these safely be deleted?

TIA

yes, this folder is used mainly by application installers and such to store
temporary files - unless you (or a poorly-designed app/installer) have
placed data into this folder, all of its contents can be safely deleted.

To do this correctly however please use disk cleanup. Click Start, MY
COMPUTER, right click on the system drive which is normally C: and choose
properties. Click disk cleanup.

Thanks. Did that, but there's still some stuff left in main and
sub-folders. Any harm in doing a "manual" clear-out?
