Seattle ISP- Internet connection speed

I have DSL though http://www.avvanta.com/. I've checked www.speedtest.net
and it looks like I'm getting hosed, royally. on my download speed. Is
www.speedtest.net reliable?

What download speed should I be able to get from a DSL ISP in Seattle? I
don't think cable is an option because I have no outlets in this room.

What DSL/ISP would you pick min Seattle? Just for home stuff and a lot of
Internet surfing.

My IP address begins with "216" I'm told that means I'm in Washington
State? Does it?

What speed do you pay for (what is it advertised as?)

Many people around the world surf/email quite comfortably at 1Mbit/128Kbit
(sometimes advertised as 1024/128 (download speed/upload speed).) Depending
on what you do and what you can afford...

My connection is way too slow. The more I think about it, the more it feels
like a dial-up modem cionnection. The hard driver was replaced today. The
tech I used said one reason the computer(not Internet )m is slow is because
Norton Antivirus is reading every document that I have on my machine (
without regard to the Internet). He recommended AVG anti-virus.

lol, rather than turning OFF some of the scanning Norton's doing, he's
going to have you change programs? I think I'd find another more
experienced tech. If you've paid for Norton, it's stupid to throw it
away when all that's wrong is over-zealous scanning settings. If you
don't care, that's different, but a tech has no business explaining
something to you the way that one apparently did.

If your ISP supplies you with a 500 MB connection but the server from which
you are downloading only sends at 70 KB, then 70 KB is what you'll get.
