Error Code 80070490

I have searched repeatedly for a way to solve this problem so that Windows
will update automatically, however, I have yet to find anything that works.
I have a computer that is less than a year old that is a 32bit system,
running on Windows VISTA Home Premium. I have tried uninstalling and
reinstalling Windows Update, I have restored my system and I have attempted
to upgrade VISTA by using the VISTA DVD. When I install the DVD the only
option is to install a new "clean" version because there is a message saying
that the "Upgrade has been disabled."
I am wondering if anyone knows how to enable the Upgrade option so I can use
the DVD, or if anyone knows of a different way to solve this problem.

Corrupted System File; Need to perform an in-place upgrade or reinstall of
the OS.

A repair install is the usual solution of SFC /Scannow doesn't work.

You receive a "0x80070490" error code when you use Windows Update or
Microsoft Update Web sites to install updates

NB: If you've installed SP1 for Vista

Step 7 (method for Windows Vista), the *UPGRADE* option is not available
because SP1 has been installed.
