One user solved his problem by:

Also tried changing various access rights.
All without success.
Even downloaded the update files individually. But that would give an
error on attempting to copy the file branches.inf.
This lead to the solution.
For whatever reason, the file branches.inf
located in C:\windows\inf
was made ReadOnly.
Cleared this ReadOnly flag and the installation of the updates worked
smoothly.
Anyone any idea what this branches.inf file is/does. Or why this would be
set to readOnly on this one machine (had no problems on others).

The inf folder is hidden.

Click Start, select: Run, type the following: %windir%\inf
Press OK

I started receiving the same error once I turned auto updates off. I needed
to do that because everytime the Software Distribution Service was downloaded
(3AM every day), I was unable to surf the web or download email attachements.
I then had to restore to the previous day (this started mid-October.)

I have tried every solution that I've read on this board, tried disabling
the firewall and virus checker; but the install fails every time. The msi.dll
version I have on my pc is 3.0.3790.2180.

Any insights would be greatly appreciated!

I figured it out.
The solution was to run dcomcnfg. On the Default Properties tab, at the
bottom under "Default Impersonation Level" make sure it is set to either
"Impersonate" or "Identify." I then restarted the Automatic Update service.

Hey thanks for replying to my message. I done everything that you done, and
it didn't work for me. I don't know what's wrong with this thing, but thanks
for your help though.
