cleaner?

Yes I use CCleaner regularly but that's not the problem.

I SOLVED IT!

For future reference, it was a program conflicting called "Hide My IP" from
www.hide-my-ip.com. Not RUNNING this program, but simply having it INSTALLED
screwed up Windows Update. I don't believe it runs any services in the
background when the program itself is not running, but it may.

I uninstalled this program and I got to Windows Update successfully a bunch
of times. I then reinstalled said program and the problem reappeared.
Uninstalling it again and I can get to Windows Update just fine. So I am sure
it's this program that is doing something unsavory upon install.
