Windows Update Installation Error

Hello There
I´m running windows xp, service pack 1 and i just formatted my machine and
still i cant get my windows update to work.
I starts installing
Update for Background Intelligent Transfer Service (BITS) 2.0 and WinHTTP
5.1 (KB842773) but it fails all the time.
The log file on windows folder writes this:

Can someone help me?
I´m admnistrator of my machine, and even if i log as domain adminsitrator it
still doesn´t work.

Hi

Start/Run --> SecPol.msc

Then go to
"Local Policies > User Rights Assignment"

Verify that the "Administrators" group is a member of the following
policies:

Back up files and directories
Debug programs
Manage auditing and security log
Restore files and directories
Take ownership of files or other objects
