SBS 2003 KB961143 not installing

I am have a SBS 2003 that is completely patched except for IE8 and KB961143.
I am having an issue with KB961143 installing. I do have the .Net v2 and v3.5
installed. The reason I need to get this installed ASAP is that I am having
the issue where when you go to OWA it asks for credentials before pulling up
the webpage, that this update is supposed to fix.

Setup has detected that the version of the Service Pack installed on your
system is lower than what is necessary to apply this hotfix [i.e, KB961143].
At minimum, you must have Service Pack installed.

The server has SP2 installed and all other Windows updates other than
IE8 and this one. Any other ideas?

entry in QFE73170.log may have something to do with this. The experts in
the SBS newsgroup should be able to assist you with this so please be

What SharePoint Service pack do you have installed?

Yes it's me. MS Site was having issues letting me post so I tried it
through Google Groups and that worked
