One possibility - msi.dll may be the wrong verison.
Try downloading Windows Installer 3.1 Redistributable (v2) at
http://www.microsoft.com/downloads/details.aspx?FamilyID=889482fc-5f56-4a38-b838-de776fd4138c&DisplayLang=en

If that hasn't helped you may need to re-registered some files:

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net stop wuauserv

Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
regsvr32 MSXML3.dll
regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
regsvr32 jscript.dll

net start wuauserv

Still no joy - crashes (IE7) during search for updates (Express or Custom).
This is really infuriating and ridiculously time consuming. Update history
reveals Win Installer is in OK but reloaded just in case. Update 920342 was
canceled and Update 829019 failed - all others OK

Check the WU log
Click Start, and then click Run.
In the Open box, type %windir%\windowsupdate.log
and then click OK.

Scroll down towards the bottom for the latest entries to locate the error code(s)
associated with the latest failed attempt to download/install. If appropriate copy
and paste the error codes into this thread so someone may be able to assist you. On
the other hand, you may be able to find the error code and other suggestions by
searching the Newsgroup.

Also check Windows folder for file called KB******.log (****** = number of update ie
KB829019) and post the contents of the failed update.
This may provide further clues as to why the update failed.

Does IE7 crash on other sites or just WU?
Check for spyware. Check the add ons you're using with IE7.
Clear your temporary internet cache and delete the cookies.

This is something that just resolved my MU issue with this same error code:

Not only make sure to have ActiveX controls enabled (safe ones anyhow), but
also make sure you have the "Automatic prompting for ActiveX controls"
disabled. I had to disable that particular prompt to get by the issue. This
is under Internet Options, Security.

How do we know which "ones are safe" anyhow?
When I click in the information bar I only get two options: -
"About Add-ons" - a help page wher none of the suggestions work, or
"More Info" which just tells me what the information bar is....

Clear the IE cache, delete all cookies.

Sometimes renaming the SoftwareDistribution folder helps (but you'll lose your
history - not important)

Click Start, Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Stop.
Stopping the service will take a moment.

Rename the "SoftwareDistribution" folder: a. Click Start, click Run, type
%systemroot%, and then click OK.
b. Right-click the SoftwareDistribution folder, and then click Rename.
c. Type SoftwareDistribution.old, and then press ENTER to rename this folder.

Click Start. Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Start.
Starting the service will take a moment.

Reboot if necessary and try again.
