Windows Security Update for Windows 7 for x64-based Systems (KB2491683) error 8024200D

I have Windows 7 x64 on my desktop computer and every time that I try to do the Windows update for the KB2491683 security update, it keeps giving me the error code 8024200D when it is halfway done installing. I have tried the solutions microsoft provides on their tech help webpage (doing the cmd prompt scannow, doing the msconfig disabling all non-microsoft programs thing and trying the update again), but nothing is working. This particular security update has failed to instal since 4/16/11. Any help would be greatly appreciated.

The installer requires more data to be downloaded.

That particular return code indicates an inconsistent condition is
present in Windows or that the download of all components of the update
was never fully completed due to said inconsistencies or interference
from 3rd party software.

Did you try manually downloading the update, saving it, then configure
the system to Clean boot (msconfig), and try to install the manually
downloaded update ? If not, suggest you first give that a shot -

If it still will not install properly, suggest you download and *save*
the System Update Readiness Tool (CheckSUR) for Windows 7 for x64-based
Systems (KB947821)

Use msconfig to boot the system to the Clean boot state and then run
Windows6.1-KB947821-v14-x64.msu as you would an .exe.

NOTE: If a 3rd party firewall was previously being used prior to the
Clean boot, then suggest you ensure that the native Win 7 firewall is
now On as the system *must* be connected to the internet when CheckSUR
is running. When you try to manually install KB947821 you can disconnect
the system from it's network connection.

CheckSUR, aka the System Update Readiness Tool, "verifies the integrity
of the following resources:

Files that are located under the following directories:
%SYSTEMROOT%\Servicing\Packages
%SYSTEMROOT%\WinSxS\Manifests
Registry data that is located under the following registry subkeys:
HKEY_LOCAL_MACHINE\Components
HKEY_LOCAL_MACHINE\Schema

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Component
Based Servicing

When the System Update Readiness Tool detects incorrect manifests,
files, or registry data, it *might* replace the incorrect data with a
corrected version. "

The key word here is *might*. Incorrect, corrupted, or missing data can
be replaced manually but it's tricky and requires some advanced knowledge.

After CheckSUR has run UNdo the Clean boot steps and restart the system
to normal Windows mode.

See if it can install the manually downloaded copy of the update now.

If not, then suggest you inspect one of the logs that CheckSUR created
to see where the issue is present -

Windows\Logs\CBS\CheckSUR.log
Windows\Logs\CBS\CheckSUR.persist.log

Of course, this being Microsoft, things change and they may now be
charging for this 'service'. If so, they'll just tell you to try

1. sfc/ scannow
2. run CheckSUR
3. do an "in-place upgrade", aka, a Repair Installation
4. do a clean reinstallation of Windows 7

On rare occasions you may actually get lucky and be put in touch with
someone who can get the update installed. Then again, my hair may also
grow back. <w>
