Contact microsoft, but don't expect them to call you back when they say they
will. I am still waiting for them to call back....and all they did via email
was offer the excuse about their "technical office" being "down". Uhhh what
about the next six days? Call them if you can, and be prepared for someone
you can hardly understand.

Go into the log files for one of them [located in c:\Windows] and scroll down
to the bottom. There is an error code. Take that code and Google it.

As they are also security updates, you can request free support. One or more
of the regulars in this newsgroup generally has mentioned it in his posts....

::Here is what I found and how I fixed the problem on a XP machine
that showed a similar problem. These may work for you as well:::
::- It seemed that the MS Installer was bad, so I tried to repair it by
::
::--- Used the build in office diagnostic (any office application ->
Help -> Office Diagnostic. It did not find a problem.::
::--- Tried Add Remove Programs in the Control Panel for Repair. The
installer was not even able to launch.::
::--- Tried to do reinstall using the Office CD, but the setup would
not launch neither.::
::--- Opened the command prompt (CMD) and went to the office CD
location and tried to launch office repair by \"setup /repair <office
product id>\", and realized that I need the office product id from my
installation. The id is stored under a folder in the CD that ends with
\".ww\" in a file named config.xml. For example, it could be something
like: ProPlus, Enterprise, PrjPro, VisPro. After figuring this out,
tried the repair using \"setup /repair <id>\", which launched the repair
stuff. It went through about half way and failed.::
::--- Used Windows Install Clean Up from MS ('Description of the
Windows Installer CleanUp Utility'
(http://support.microsoft.com/kb/290301)) and removed all pieces of the
Office installation references (there were more than 10 different ones,
about one or two per office application).::
::--- Tried to do reinstall using the Office CD, and it worked. Just
installed over the old office files with the options that I had done the
original installation.::
::--- Went to the Windows Updates website and got Office 2007 SP1.::
::--- Went to the Windows Updates website and got all of the other
Office 2007 updates including kb951550.::

::Now it is all Fixed :)::

Had the same fault 0x646 with updates of Office 7. Running XP SP3. Very odd everything. Previous updates OK, but suddenly EVERY update related to office 7 failed. Called and then e-mailed Microsoft, and got some suggestions that ALL failed to work. Ended up using the hard way: Deinstallation (neither the "add and remove programs/control panel" nor the original program CD worked!), only a fix-it from Microsoft did. Then reinstallation of everything using the original CD (that curiously worked now) and endless updates. Seems to me that the fault surved a purpose - if so, "show the flag", please, and spare us for many, many hours trying to solve this problem.
