Running Windows Vista. Windows Update & Windows Securities Essentials are
having trouble recognizing my internet connection when I try to do updates
although my browser and all other programs have no such problem. What might
my issue be?

Possibly malware and/or virus. Download Malwarebytes and SuperAntiSpyware
and run both.
