I have the same problem! I have checked my ADD/Remove Software in Control
Panel and it shows it there as Installed. In Fact you cannot remove it!
Does anyone have the solution as I cannot update the SP for Office 2003?

Check points:
Make sure the Administrators group has Full Control permissions to the Auto

On the menu, click Edit. Click Permissions.

and Read permissions. NOTE: In certain instances, these check boxes are grayed
out. Ensure all accounts have appropriate permissions.
Click Apply, Click OK, Close the Registry Editor.
Restart the system.
If you're using Windows XP Pro make sure it hasn't been disabled by Group
Policy:-
Start/Run/gpedit.msc. User Configuration/Administrative Templates/Windows
Components/Windows Update. In the right pane, double click, Remove access to all
Windows Update Features and set it to the default "not configured"
Another workaround is to use Regmon and see for what keys get "Access Denied",

If you're using Windows XP Home Edition check to see you haven't got the key
"DisableWindowsUpdateAccess"
Locate this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
WindowsUpdate
If you see a key in the right pane called "DisableWindowsUpdateAccess", then to
access the Windows Update site, the data value should be a zero "0".
If the value is set to a one "1", then you are currently configured to DENY
access to the Windows Update site.
To change the data value, double-click on the key name and set the value to a
zero "0".
Now locate this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Do you see the key called: "NoWindowsUpdate"
To access the Windows Update site, the data value should be a zero "0".

access to the Windows Update site.
To change the data value, double-click on the key name and set the value to a

After you have changed the data values, close regedit and reboot the computer
and try Windows Update again.

Please also check your WU log and see if there are any other specific errors
Click Start, and then click Run.
In the Open box, type %windir%\windowsupdate.log
and then click OK.
Scroll down towards the bottom for the latest entries to locate the error
code(s) associated with the latest failed attempt to download/install. If
appropriate copy and paste the error codes into this thread so someone may be
able to assist you. On the other hand, you may be able to find the error code
and other suggestions by searching the Newsgroup.
Also check Windows folder for file called KB******.log (****** = number of
update ie KB896688) and post the contents of the failed update.
This may provide further clues as to why the update failed.
