Error code: 0x8007000B; can't install windows updates :(

A while back (few weeks ago) one of the users on my computer was infected
with tracking cookies and a virus. The virus (there were periods of time
between each symptom) changed both of our backgrounds to a fake AV alert,
changed the screensaver to something called "bluescreen" (which made the
computer unusable if it ever came up) and blocked internet connection. Only
way around that was safemode. The tracking cookies hijacked my google, and
seemed to have blocked windows update in every way and form. After
reformatting twice, the virus is gone, but somehow the tracking cookies
seemed to have survived the format. My google is still hijacked and I can't
get any updates from windows..because of this:

Windows Professional, SP1 << can't update.

Windows update = Error code: 0x8007000B << browser can't load windows update.

Windows download center = a search page instead of a install box saying
"download.microsoft.com cannot be reached" or..odd times it will show the IE
error page.

What do I do? besides buying a whole new computer, which I think it might
come to anyway.

Download/install WinXP SP3 manually (yes, you can skip SP2).

1. Download & save to your desktop:

2. Read & heed:

3. Logged in as Administrator, if necessary, double-click on the saved file
to install WinXP SP3. Follow all prompts, be patient, and reboot *twice*.

4. Do Resolution Method 2 here (trust me):

5. Go to Windows Update | Select CUSTOM and scan | Install any critical
security updates offered. Again, follow all prompts.

[I do NOT recommend installing IE7 via Windows Update.]

6. Make certain that Automatic Updates is enabled; cf.

I've tried that...both SP2 and SP3, but like I said in my first post, all I
get from the download prompt is a IE error page. I can't download anything
from Windows Update or Windows Download Center. Also, how would tracking
cookies be able to carry over from a reformat (twice, actually)?

After the format & reinstall(s), did you take care of *everything* on the
above page before otherwise connecting the machine to the internet (e.g., to
browse, check email, chat, or download stuff)?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)?

Can you reach http://www.microsoft.com/downloads? If so, what happens when
you right-click on the link and select the SAVE AS option?
