i checked windows help system but not of the methods worked
i disabled my firewall it didn't work not work

That error indicates an issue with Permissions. The issue may be caused by
an installed application or a hijackware infection.
What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender) are installed (e.g., Spybot
& Tea Timer)? What third-party firewall (if any)?

Did you have this problem before you installed Vista SP1?
Did you install Vista SP1 via Windows Update or manually?
Were all components of AVG Internet Security running in the background when
you installed SP1?

Well, what anti-virus application, anti-syware application, and/or
third-party firewall was installed when you installed SP1 then?
Despite the presence of AVG Internet Security, I suspect you're seeing the
affects of a Vundo/ZLOB/SDBot infection, all of which is being protected by
a rootkit. So I'd recommend that you run a /thorough/ check for hijackware,
including posting your hijackthis log to an appropriate forum.
