To Resolve this error try the following steps :
1. Click Start , type %windir%\winsxs in the Start Search box
2. Press ENTER.
3. Locate and right-click the pending.xml file.
4. Click to select Properties.
5. Click the Security tab, and then click Edit.
6. Click Users, and then click to select Allow Full control.
7. Click OK two times.
8. Try to delete the pending.xml file again.
9. Try Windows Update

Try to open wsus admin page and I get the following error "Service
Unavailable".
Go to IIS Manager and try to browse the page and I get the same error.

Another way I got it to work was to go under advanced options in the
secutiry tab and change the rights to my account. Then you can change
the user control.
I have been receiving the above error for the past two weeks when attempting
to update Windows. I recently upgraded from Home Premium to Ultimate, but
now can't remember if the error started with Premium or Ultimate but it
started about the time of the upgrade, perhaps by doing the task list for the
upgrade.
The pending.xml file does not exist anywhere on my system.
I receive error 80073712 even when installing windowsupdateagent30-x86.exe

I've tried your solution below, but have no pending.xml file, and all of KB
articles that I believe have been recommended by the forums and I'm at a
complete loss of what to do next.
Can you help? BTW, McAfee is unable to enable on-access scan, too, I
believe from the same problem.
