KB823353 Cumulative Security Update Outlook Express

I have a similar but somehow different problem with this update.
Like most people said it keeps coming back, update finds it already
downloaded, reinstalls everytime and next time its still there.
I tried all possible solutions described in here so far, none worked.
I get some other error messages as if I am not running Outlook Express 6 or
6 SP1.
First of all i unistalled the update KB897715 and tried to install through
windows update but also manually (by downloading the file) the update
KB823353. Still it didnt work.
When I try to install the update by executing the file I get this message :
This update requires Outlook Express 6 Service Pack 1 to be installed.
When I try to install the version for thats for Outlook Express 6 without
SP1, I get a message saying :
This update requires Outlook Express 6 to be installed !!!
Ok, here's some info you might find useful before you ask for them :)
Running WinXP Pro SP1.
At the about screen of Outlook Express, its version 6 (I already knew
that...).
More specifically its 6.00.2800.1123 (after unistalling the KB897715, dont
know if it was different before).
msoe.dll version 6.00.2800.1478
IE is clearly SP1 as I can see in the about box.
Run the sfc command a couple of months ago trying to repair something, I
dont know if it might have some connection to the problem.
Anybody with a solution to this?
If any additional info is needed please let me know.

1. Uninstall 887797 ('Windows XP - KB887797'?) via Add/Remove Programs and
reboot.
2a. Assuming MSOE.DLL (not Outlook Express/MSIMN.EXE) is now v6.00.2800.1409
or earlier (i.e., v6.00.2800.1123 or v6.00.2800.1106), install (KB)823353
manually using the file downloaded from
http://www.microsoft.com/downloads/details.aspx?FamilyId=AD6A96BC-DAF0-4EAB-89B8-BD702B3E3E5D&displaylang=en
2b. Optional: Reboot and install KB887797 via
http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=fda6678b-69b0-4813-9856-a1a3da675baf
3. Reboot and (re)install (KB)897715 manually using the file downloaded from
http://www.microsoft.com/downloads/details.aspx?FamilyId=89e4d8ee-4d8e-4660-a53d-28502b3d2518
Alternatively, after #1 above, check in at Windows Update and install
whatever OE Cumulative Update is now offered and reboot. Then return to
Windows Update to see if another one's now offered you.
OT: I'd get WinXP SP2 installed ASAP, too.

Unfortunately it didnt work.
Here is the result.
1. Unistalled 887997 and rebooted. Checked windows update and the only
result I had was 823353, still downloaded, reinstalled, still came up in the
next check.
2. Tried from Step 2a and below.
msoe.dll (of course not msimn.exe !) version was 6.00.2800.1437
I thought what the heck, will try it anyway (wasnt a good thought after all).
Managed to install 823353 manually!
Managed to install 887797 manually.
Managed to install 897715 manually.
After all the reboots, I returned to windows update and found out that
823353 was still waiting fom me there!!! :(
Was that caused from the msoe.dll version? I mean, if it was 6.00.2800.1409
or earlier, would it work?
How do I get to the versions of msoe.dll that will make it work? (assuming
thats the case here)
About your suggestion for WinXP SP2, well used to run SP2, I was terribly
annoyed by the continueing messages concerning my firewall (unfortunately I
havent met anybody who can disable that warning), removed SP2, WinXP kept
crashing after the roll back, tried multiple ways of repairing, all failed,
so I decided I will stick with SP1 which is fine so far (after I reinstalled
WinXp)
I have my own purchased antivirus&firewall software so SP2 was really a pain
in the butt.
Would move on to SP2 if that annoying firewall message could go away.
So what do you suggest now for the 823353?

Did you do all this with OE and your anti-virus application closed
throughout?
What versions are MSOE.DLL and INETCOMM.DLL now?
If you uninstall 897715, reboot, uninstall 887797 & reboot, is 823353 found
in Add/Remove Programs? If so, uninstall it & reboot, then post back with
the then-current versions of MSOE.DLL and INETCOMM.DLL.
I would not install SP2 while this problem persists.

Antivirus was not active during the procedure.
As I said in my previous message, after the procedure it went down to
msoe.dll version 6.00.2800.1437.
Therefore with unistalling 897715, reboot, unistalling 887797, reboot, the
version is
msoe.dll version 6.00.2800.1437.
Something you didnt get right cause perhaps it was not so clear.
I never had 823353 in my installed components, it never appeared in
add/remove, it just came up in WINDOWS UPDATE and it would never install...
The procedure in windows update would report that it had successfully
installed 823353 but it would never appear as installed in add/remove, it
would only appear every time in windows update!
So...
With 897715 and 887797 uninstalled the versions are :
msoe.dll 6.00.2800.1437
inetcomm.dll 6.00.2800.1441
And something else. I said that I dont want to install SP2 for the annoying
messages. That means that I will definately not install SP2...Therefore I
dont care if SP2 is in anyway affected by the specific problem I have right
now because I am not interested in installing it for the reasons I described
before...Omg, remembering how annoying it was, I wouldnt even bother and I
also do not recommend that SP2 is installed if you have your own firewall!

Installing 823353 (Yes, I know, but bear with me) *gives* you those versions
of those files.
Why did it happen? Known issues with OE Updates and Windows Update
notwithstanding (I think we've ruled this out), I suspect it was caused by
problems already present on the machine when you installed WinXP SP2 a while
ago.
Short answer: You're only going to fix this by Repairing or Reinstalling OE
per http://support.microsoft.com/?kbid=318378...or backing up for personal
data, formatting and reinstalling WinXP.

I tried part of the procedure described in that article. Modified that key
in the registry for Outlook Express, reinstalled Internet Exlporer which
reinstalls Outlook Express with it, checked after and the msoe.dll version
was 6.00.2800.1106 !!!
So I thought if the version is right, why dont I try the procedure you
described in your first reply. So I did everything...but...Windows update
still reports that I need to install this 823353 (although I did that
manually with the correct version of msoe.dll, according to your first post).
But I can tell you this!
msoe.dll version is now 6.00.2800.1506 !!!
inetcomm.dll is also 6.00.2800.1506
Now does that mean that the file is installed but for some reason my
computer doesnt report that correctly to the windows update website?
Any way to check through the file versions if the 823353 is installed
despite what the windows update is reporting?
If my pc reports something badly, and only if the file is already installed,
then I can just go to the windows update website and choose to hide that
update
AND THEN WE ARE FINE!

You then manually downloaded/installed 823353, 887797 and 897715, in that
order and rebooting inbetween > Windows Update says you still need to
install 823353.
Does Automatic Updates tell you the same thing?
Reinstall IE/OE again > Instead of installing the updates manually, go to
Windows Update and see which of the OE updates it offers you > Write it down
but do not install it > Post back and tell me which update was offered.
Given this unexpected behavior and your problems after installing WinXP SP2,
I suspect you may have a hijackware infection.
Related: If you've not installed any other updates since reinstalling IE,
your system remains vulnerable! Make sure the Windows Firewall (or a
third-party one) is enabled and that you install all other updates ASAP. I
would not install WinXP SP2 with the machine in its current state.

Automatic updates do not inform me for any available updates.
About the SP2 comments. The WinXP SP1 installation that I am running has
never been involved with SP2. Had another installation with SP2, on which I
did the roll back to SP1 but had problems so I formatted and sice then using
this one which never went into SP2. With SP2 I didnt have problems, I just
hated the message about my firewall...That was the ONLY reason I didnt like
SP2, thats why I dont want to install them.
I did what you told me, reinstalled IE/OE, went to windows update and here
are the results.

msoe.dll and inetcomm.dll both are version 6.00.2800.1106 NOW.
I am running Mircosoft Antispyware on this machine and I also use another
software (ad-aware SE). Both are up-to-date with their definitions and
versions.
Today I also used hijackthis to see if I notice something running in the
background.
Everything seems to be fine.
I have been using this copy of XP for a year, have absolutely no problem,
apart from this window update problem that I have.
I have tried to have my PC on with my firewall on&off for days. I have a
small program that logs all the connections or the attempts to connect, that
this computer tries or other try towards mine. Nothing found that would be
considered unexpected.
I have also set my router to drop my connection if its idle after 30 minutes
and so it does, when I am not browsing or downloading everything is idle...
What now?

Blame it on excessive server demand. The Dec-05 patches were just released
so it may take several (<7, usually) for Automatic Updates to "kick in",
even if you were fully patched prior to 13 Dec-05.

Perhaps not a wise setting if you want AU to work properly/efficiently and
depend on it keeping your system fully patched. If you decide to stick with
this setting, I'd recommended configuring AU to "notify only" setting (won't
automatically download or install updates).

No offense but that sounds rather petty to me, given the added security
you'd enjoy running SP2. Assuming you're referring to Security Center's
ability to monitor your third-party firewall, I think you'll find
improvements have been made in this area since you installed SP2 on the
other machine. Know, too, that in the not-too-distant future you'll need
SP2 installed to be able to get *any* Windows Updates.

I'd strongly recommend installing WinXP SP2 & rebooting before installing
any other of the updates. Doing so may (help to) resolve this OE update
problem but YMMV. If you choose not to do so, I'd install all of the
updates WU is finding now, reboot, and then check-in at WU once more. After
doing so, post back before installing any further OE updates, stating the OE
identified as needed by WU and your current versions of MSOE.DLL and
INETCOMM.DLL.
Related: If you posted to this newsgroup using OE, I'd be able to discern

This message is through Outlook Express as you requested. I hope you will
find it easier this way.
Automatic updates were not available and I doubt it was excessive server
demand.
I kept the PC busy for approximately 6 hours, doing things I usually do
without letting the connection drop.
Didnt go away from it for a single second and I was never idle.
I tried it with the schedule option in which I gave the PC 3 times a
specific time to check for updates.
Also tried the notify option for all these 6 hours, absolutely no
notification of any updates.
About SP2. I totally respect your opinion but I prefer not having the
message pop up from the security center which is extremely annoying to me.
I also want to add that when the time comes that I will need SP2 for the
updates, I will give it the appropriate consideration.
And I also know that by that time, it is very likely that Microsoft will
have the problem corrected like it usually happens...Usually thats the way
with Microsoft products, you know, like all these patches for WinXp which
should have been a reliable product right from the start...
The seven updates that appear now in windows update, 99% are the ones that
should be there.
When you told me to unistall the 2 hotfixes and install them manually, then
go to windows update and check what is offered,
I found the new updates and I checked on the release date and it was the
same day...So I grabed everything, cause I thought the deal was to do that,
forgive me if I misunderstood that.
As a matter of fact I remember the update that I checked the release date
on. Among the otherthat I should find, there were four more if I remember
the amount correctly, the one I checked was the one regarding the problems
someone might face with SYSTEM RESTORE.
I remember that very clearly. So all those were installed. And since they
were installed, there is no way that I could be notified for them yesterday,
when I downloaded them and installed them the day before...
I will not follow the SP2 as I said but I will try the non SP2 procedure
(lol).
The new updates were downloaded on the day they were

At this juncture and considering all you've gone through so far to resolve
this, I'd say it's time to cut your losses, bite the bullet, get out that
ol' nutcracker and (1) backup your personal data, (2) format the box and
then (3) reinstall Windows XP. I would /not/ do a Repair Install.

Okay, you're back on IE/OE 6 SP1 with no update installed.
Now, let's try to install KB823353 manually. Download it from
http://www.microsoft.com/downloads/details.aspx?FamilyID=AD6A96BC-DAF0-4EAB-89B8-BD702B3E3E5D
*and choose the appropriate language version*, the same one
which your Windows version uses. The greek version for instance
is to be found via

After you've downloaded an installed KB823353 via that way,
check the file versions of msimn.exe, msoe.dll, inetcomm.dll and
wab32.dll
Note all of them and revisit the Windows Update site. Is KB823353
still offered from there? If yes, skip the following steps!
Downlad and install KB887797 in the appropriate language version:

Check the file versions of inetcomm.dll, msoe.dll and wab32.dll -
all of these should have 6.0.2800.1478 after installing KB887797.

I run WinXp SP1 ENGLISH VERSION not Greek.
Therefore I already have the correct files.
Trying to install KB823353 manually gives me this message as I said before :
(microsoft internet explorer update) windows pops up
" This update requires Outlook Express 6.0 Service Pack 1 to be installed "
I CANNOT install it manually but in Windows Update it keeps offering it to
me, I choose download and installed, it shows 0kb because as it says its
already downloaded, I install reboot or not, the file is not there and its
still offered in Windows update.
So here I will write down the versions I have now, without KB823353 installed.

Well that is limited! You can configure to stop the warnings for Antivirus
succefully and security center can co-operate with 3rd party software
BUT
when it comes to Firewall, if its not the default firewall provided with
WinXP, then turning off the function (if i remember well, "i have my own
firewall solution") doesnt seem to bother security center which behaves as if
it doesnt care...
I challenge anybody to try it with Symantec products. And yes, I will not
purchase another firewall solution in case that darn thing doesnt co-operate
fully with Symantec products!

Okay, so you've skipped the steps I've mentioned after having KB823353
installed? ;-)
Uninstall them (KB887797 and KB897715) once again please.
After you've unistalled them, try to install KB823353 with the parameter
"/n:v".
Assuming you've saved the "IE6.0sp1-KB823353-x86-ENU.exe" file in
"C:\Downloads", you would have to enter the following in "Run" in the Start
menu:
C:\Downloads\IE6.0sp1-KB823353-x86-ENU.exe /n:v
Note, there's a blank after the EXE and no blank in the parameter.
Let me know, if the installation of KB823353 has been successful this time

Nope, you can disable any warning message completly. Feel free to ask back
in an Windows XP newsgroup if you doubt that.

Don't install any other OE updates, just answer #6 above and either state
the current versions of MSOE.DLL and INETCOMM.DLL or post your reply using

Freudi, of course I was FORCED to skip the other steps since the initial
step failed...
Uninstalled 887797 and 897715 as Freudi said.
Booted into safe mode, run the file with the parameter n:v , got a message
"the update was installed succesfully".
Booted in Windows, went to Windows update and here are the results.
Cumulative Security Update for Outlook Express 6 SP1 (KB823353)
Total: 1 updates , 0 KB , 0 minutes *
(*Downloaded; ready to install)
KB823353 is still there.
Answering to PA Bear, now with 887797 and 897715 missing, 823353 is the only
reported update by Windows update...
msoe.dll and inetcomm.dll are now 6.00.2800.1478 while wab32.dll is
6.00.2800.1106.
Freudi, I am sorry for the misunderstanding. I didnt say you waste my time
by trying to help me but its really confusing re-writing all the procedures I
have already tried...
Yeah, I did write I succeeded in installing the file, but that was in just
one post, all the rest failed.
About SP2. When I tried SP2, I couldnt remove the warning for the firewall,
even though my liveupdate of symantec did download some fix...Antivirus was
easy to stop but firewall wasnt.
I am doubting that for the first month SP2 was released. If MS fixed that,
well thats good news then, still I will move to SP2 only if I have to.
Now lets stop arguing about SP2 for a change :)

PA Bear with all these installing/uninstalling...
I get this window after I press "send" which has no name, has 3 buttons and
a checkbox and has no letters on it!!! Whatever button I press it does
nothing...

Did you install any update afterwards? You should *not* right now,
after you've installed KB823353 with the /n:v parameter! We need
to have a solid basis to start with! So, if you have AutoUpdate
enabled, please disable it for the moment to prevent right now
"unwanted" updates to be installed.

Well, msoe.dll and inetcomm.dll have the version numbers of the files
contained in KB887797 *not* KB823353 while the wab32.dll is the version
coming with plain SP1 (no KB823353 nor KB887797 installed). You have
a "wonderful" mix of versions there on your machine right now :-/
So I stress you to install KB823353 with the /n:v parameter once
again (IE6.0sp1-KB823353-x86-ENU.exe /n:v). Please try this one in
normal mode, *not* safe mode. Afterwards please compare the versions
of the following files with the ones on your machine - yes, *all*
of them! In the brackets you can find the version and date of the
files wich are contained in KB823353:

Well, it's as simple as for the AV scanner. Really. If you have had
any problems, I really suggest you to ask back in the Windows XP
newsgroups. And yes, I *don't* like Symantec products - and don't
like any Personal Firewall software at all. The Windows/Internet
Connection firewall which comes with Windows XP suits all you need.
But please let's stop discussing these questions *here*.

Clarification for Freudi: OP installed and then uninstalled SP2 on another
WinXP machine. The machine in question here has never had SP2 installed
(IIRC).

Yes, this is known behavior with the 823353/897715 conflict you're trying to
resolve.

Well, the status of the OP's OE right now is unclear, since there
are obviously file version which origin from KB887797 and others
that are "original" SP1.

First of all...
Satisfying your imagination, I am stating that I never, EVER, used, tried,
installed or even...lol...touched a link for IE 7 (beta or not).
So that is not the cause fo my problem.
Now, returning to the matter, I decided last weekend to put some time on the
problem and go ahead and format, installing a new, clean copy of WinXP.
To satisfy both of you...lol again...I am at SP2. What will satisfy Freudi
most of all is that I decided to move away from my previously installed
antivirus & firewall, so I am using some other programs.(nod32 & outpost).
Everything runs smoothly (at last).
I want to thank both of you for the time you spent on my matter, wish both
of you Merry Christmas & a happy new year with less problems to
solve....hehehe
If anyone wants to keep in touch, I guess you have my email from this
thread. And if anyone visits Greece, specifically Crete (island), please
notify me by email, will be glad to give you info, help, answers to your
questions, as I will be the problem solver at that time...
