Update Fails - Error 0x80246008

Hi,

The Windows Update fails every time with the error code 0x80246008.
I can see that this is caused by the BITS service which will not run and
which returns the error code "The Background Intelligent Transfer Service
service terminated with service-specific error 2147942403." in the Events log.

My system is a Dell laptop running Windows 2000 SP4.

I've scoured the newsgroups and tried pretty well everything that has been
suggested but to no avail. Any ideas?

Hi,

Many thanks for the advice but still no joy.

I successfully re-registered qmgr.dll and even re-registered all of the
DLL's listed under "SoluciĆ³n alternativa" but the BITS service still would
not start. I also tried to re-install the BITS service using the command on
your site "rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
%SystemRoot%\inf\qmgr.inf" but I simply got the error "Installation Failed".

One thing I noticed in other posts on this subject was that reference was
made to the %ALLUSERSPROFILE\Application Data\Microsoft\Network\ directory
and specifically the \Downloader\ sub-directory. This didn't exisit on my
system and so I created it. However, I also noticed that another
sub-directory exists with the name \Connections\ and this directory contains
\Pbk\rasphone.pbk. My system has had a problem for a long time now where I
have been unable to add new dial-up accounts to the phonebook (I get error
621). I can only edit the two original ones that were made a long time ago.
Could this problem be related to my BITS problem?

All permissions are set for full access and I am logged in as Administrator.

i tried these script

paste the run box then press run
now bits reinstalled and working well

Hi,

I tried running the command but it simply generated an error to say
"Installation failed". I don't know if a log was generated on my system or
not to give more details as to why it failed. I am running Win2000 SP4

I don't think is posible, error 621 means in dial connections, means
that the system can't open the phonebook. Review the permissions set,
related in this kb article,

Continuing with your bits issue, you receive a error 2147942403, that is
"decimal notation". This code is equivalent to 80070003 in hexadecimal
notation, and the error code 0x8007003 means "The system cannot find the
path specified", In order to diagnose the problem i need to take a look
at the WindowsUpdate.log file. please, go to start > run and type

%windir%\windowsupdate.log

And post the file content

Also check disk integrity, with the command "chkdsk /r /f" (start /run
and type the command without quotes)

I re-booted the PC before manually activating Windows Update. The following

Your windowsupdate.log don't say me much... :-(

can you enable BITS logging, as describe in this site, and send the
generated log files?? perhads doing this, give us more information....

Hi,

I tried to set-up the bits.log but rather than record legible ASCII type
data, the file filled up with binary characters including lots of FF
characters.
I ran disk checks on every partition and also uninstalled Microsoft Baseline
Security Analyzer 1.2.1. All to no effect. The BITS service will still not
start.
I'll probably re-install MSBA because at least it lets me know which
downloads I need to get mnanually. Did you know of another workaround.

I think that there are several indications in your log that you might be trying
to run with too few services.


First example:

I experienced this problem and read several threads here but still couldn't
solve the problem.
Then I tried to find solutions from google forum and lucky - I solved the

This was it. How the heck did this get deleted in the first place? Just add
this key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrĀ­entControlSet\Control\BackupReĀ­store\FilesNotToBackup

Yes, adding the registry key seems to be the answer to this problem.
Press the Start button, hit Run..., enter 'regedt32.exe' in the open:
window, press OK,
and add the following key in the registry editor:

HKEY_LOCAL_MACHINE\SYSTEM\CurrĀ­entControlSet\Control\BackupReĀ­store\FilesNotToBackup
BITS starts right up.
