    The rights are stored in the license, not the content, so there
shouldn't be any issues with having "rights intact".
    To keep the program from streaming, you must provide the file instead of
a pointer to a stream (like mms).  You can't download a stream.
    It's possible you meant progressive download playback, which downloads
the file and plays it as it is received.  This is more a web development
issue, which is not my strong suit.  Clicking a link will cause the
associated program to open the link, which will probably cause a progressive
download playback.  Perhaps you could do something like force the mime-type
to something other than the WMA/WMV type.  Perhaps that'd force the
"open/save as" dialog to pop up.
