Here is the issues i have depending on the player

Windows Media Player 11
No hardware Accellation, Playback has no issues and plays fine, CPU usage is
high but better then others, Dolby Digital fine, No DTS playback and lags
and no access to any AC3/DTS audio decoder through the options menu (only
for DVDs) so i can't set it to SPDIF out (AC3 filter works fine with AVI
files only).

Powerdvd 6: Chopy playback and bad video, Can set to SPDIF out and use
creative decoder and Dolby Digital and DTS playback is fine.

My question Is there any way to force WMP 11 to use a certain AC3 audio
decoder on DVD playback

Have you tried the NVidia purevideo decoder trial yet ? It seems to be
a reasonable match for WMP without being a resource hog.
