Predelivery of license

I have tried to use the sample pages to pre-deliver licenses.
During packaging, the option set is No URL for pre-delivery.
When I have the license delivered to my machine, which works fine.
When I open the media file, it brings up a small window and
there is no URL to be displayed error on that page.
Can someone tell me what went wrong and what the problem is.

Dear Dash,
It seems WMP thinks it has no license for the file you're trying to play.
Are you sure predelivery went fine, and you've set the rights correctly?
