Please do not post in ALL-CAPS in the future. Read the "Goodpost" link
in my signature for additional information.

Two possible causes:

You can restore the ability to get to the Control Panel applets by
editing
an entry in the Registry (Start | Run | regedit.exe)

The change you will need to make is in the following key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Exp
lorer

Change the value for NoControlPanel (in the right pane) from 01 00 00 00
to
read 00 00 00 00.

It appears that you may have picked up a variation of the odious
CoolWebSearch
hijacker. See Variant 24. CWS.Control at
http://www.merijn.org/cwschronicles.html.

Download and use CWShredder, the removal tool from
http://www.merijn.org/files/cwshredder.zip to remove this unwelcome
pest.

You may have problems in accessing merijn's site at the moment as it is
currently under attack, probably by those responsible for CoolWebSearch.
If
you can't get to that site the latest version is also available from
http://www.zerosrealm.com/downloads/CWShredder.zip

You may also need to replace control.exe and rundll32.exe with new
copies.

Control.exe is contained in WIN_16.CAB and Rundll32.exe in WIN_17.CAB of
the
Win Me cab set and can be restored using MSConfig | General | Extract
File ...
and following the prompts. The "cab" files are in the Win9x folder on
the Win
Me CD and/or in a sub-folder of Windows\Options. See MS KB129605 -
"HOW TO:
Extract Original Compressed Windows Files"

In addition, review this if you have used TweakUI 1.33 recently: See
item #4 ...

For more of what TweakUI can do, see
http://search.atomz.com/search/?sp-q=tweakui&sp-a=0008002a-sp00000000 .

Note: there are several problems that may occur with the new version:
1) Do *not* change the first icon (My Computer) on the Desktop tab
2) Do *not* uncheck: Search Results on the Desktop tab
3) Do *not* hide the Tweak UI icon on the Control Panel tab
4) Do *not* uncheck: Show Control Panel on Start Menu on the IE tab
5) Do *not* uncheck: Shell enhancements on the IE tab
