Please do not use all CAPs as this is considered shouting and not polite.
Now, where are you trying to get the pictures from?
Are they in a folder on your hard drive?
Were they pictures that were sent to you via an email?
Remember, we cannot see your computer or your actions.
Please be as detailed in describing your problem as you can.
Make sure attachments are enabled:
Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."
Also go to Tools, Options, Send, Mail Sending Format, HTML Settings,
make sure "Send pictures with messages" is checked.
And unlock your Caps Lock key when posting here.

I've tried all of the suggestions Gary, however I am having the same
problem. I am trying to create an email signature with some text and a
hyperlinked image (logo), however it only displays as a black box with the
'red X' in the corner. The file is not open and I have unchecked all of the
boxes as per your advice. Is there something I am still not doing right? Or
missing?

If those settings were correct, which antivirus are you running?
Some of them cause problems with Windows Mail.

I have Windows Mail Vista Business and I attmpted to forward an email with
photos in the body's message and I continue to get an error message saying
"One or more of these pictures in this message could not be found. When you
send this message these pictures will not be included. Are you sure you want
to send this message?"
I went to the Security tab in options and unchecked "Block images" and "Do
not allow attachments" and the HTML settings "send pictures is checked." I
have Norton Internet Security 2009 could this be the issue?
