The service stops with event ID 17 and error code 0xc8000227 (ESE: -551). It
is saying that it can not initialize the data base as there are elements that
have inconsitencies with the date and time.

Eliminating the file C:\Windows\System32\CertLog\edb0001E fixed the problem
for me.
