Do you have Exchange SP1? If you have SP1, then do you have this?

Does not work using domain\user1, only way I can make it work is by logging
in as administrator.

If you disable Exchange Forms Based Authentication, then logon as a regular
user again, what errors are you getting. Also check
system32\logfiles\w3svc1, what errors are you getting during the logon
time? You may need to stop and start the Default Website to flush the
transaction to the log files after you repro the problem.

Disable Exchange Forms Based Authentication:
1. Open Exchange System Manager
2. Expand Server, <server name>, Protocols, HTTP
3. Right-click Exchange Virtual Server, Properties. Settings tab.
4. Uncheck Enable Forms Based Authentication. Click OK.
5. Go to a command prompt, type "iisreset"

Thanks Ray, I am going to install Exchange Server 2003 SP1 and then the
patch to see if that helps.
Compared all permissions/authentication in IIS, ISA,Exchange with our own
working system. All the SAME.
