I have searched and attempted various fixes but still can't get this to work
again.
Please can anyone have a look at this error I'm getting when selecting
"monitoring and reporting" snap-in Server Management on SBS 2003.

Is this one of the things you've done?
Add the "LOCAL SERVICE" and "NETWORK SERVICE" accounts with FULL CONTROL to
the following folder:
\WINDOWS\Microsoft.NET\FramewoÂrk\v1.1.4322\Temporary ASP.NET Files
Re-start IIS (IISRESET from a command prompt).

I understand that when you click the Monitoring and Reporting snap in the
Server Management, you got error message as you sent to the Newsgroup. If I
have misunderstood your concern, please do let me know.
Due to complicated of the issue, I
1. Please check and grant the following permissions to the wwwroot folder
(c:\inetpub):
Everyone: Read & Execute, List Folder Contents, and Read.
SYSTEM: Full Control
Network Service: Read & Execute, List Folder Contents, and Read.
2. If the action plan did not solve the issue, please collect the following
information for us.
a. Event log. On the server, run "eventvwr" (without quotation marks),
check whether there is any error, if yes, double click it, click the Copy
button and paste the full content to the Newsgroup. [Note]: Please do not
customize any information. I need the exact error information for accurate
research.
b. Please take your time to collect the Regmon and Filemon logs.
1) Download monitor tools:
Download the Filemon application from
http://www.sysinternals.com/ntw2k/source/filemon.shtml
Download the Regmon application from
http://www.sysinternals.com/ntw2k/source/regmon.shtml
2) Run the Filemon application and then reproduce the issue.
3) When the issue occurs, stop the filemon application.
4) Repeat steps 2) and 3) and send these two log files to the Newsgroup.
c. When did this issue happen? Did you install any updates or third party
software recently?
d. Can you access Server Management\Standard Management\backup snap in?
If the size of the logs files and the Event Log are too large, please send
them to my Mailbox: v-br...@microsoft.com

I am doing maintenance on another clients system, and am attempting to find
what was installed recently.
I have used the filemon utility and have found that the Network services is
denied access to the wwwroot folder. I can't reassign rights as even the
administrator is denied access to modify rights.

I understand that from the filemon, you noticed that the Network Service
does not have proper permission, but you cannot change the permission for
it even though you are using the Administrator account.
To troubleshoot this issue, please see:
1. What is the exact error message when you failed to change the
permissions even though you are using the Administrator account. I suggest
you that capture a screen shot and send it my mailbox.
2. Use the Filemon and Regmon Monitor Tool to monitor the issue when you
failed to change the permissions, and send the files to my mailbox. Please
refer to the steps in my last reply.
