When I try to start the service it keeps giving me this
error and when I check the event viewer none of the info
is helpful. Please help!!!!Exchange System Manager failed
to retrieve queues for the X400 protocol (error code =
0x800706D9). Check the event log and verify that the
required services are running.

In SBS2003, by default MTA is disabled and that is why you see that
error/warning. You can ignore that.
Are you saying "Microsoft Exchange MTA Stacks" is running, but you still
have the error?
