TS in application sharing mode isn't supported on SBS 2003.
How exactly did you set it up?

Maybe not, but poor local network performance implies an application
that wasn't designed for networking and therefore doesn't need to run on
a server operating system.
If you can live with only one client connecting at a time (and a poor
networking application also implies poor simultaneous access) then run
it on an XP Pro machine, and connect using RWW. As long as your existing
users or client computers have SBS CALs, then they do not need any
additional licences other than the XP Pro copies.
I think the only alternative is a full Win 2003 Server with TS CALS.
I don't think you need to set much up. TSWeb will run programs
on SBS, and with appropriate file permissions, you don't need
to be an admin to use it.
