.jpg files slow to open

open a .jpg and display the preview using the picture/fax viewer. Once it
is open I can use the arrow keys to flip through other files at normal
speed, it is only the initial opening that is slow.
Watching in task manager I see that explorer.exe CPU shoots up to the 40-60%
range as it works to open the file then drops back down to normal.
I am troubleshooting another machine (Vista) that is having the exact same
slow-to-open problem (when opening .jpg files stored on this server) which
is what brought me to notice that the server itself can't open the files
quickly.
Oddly, machines running XP have no performance issues opening these files.
Any help would be greatly appreciated.

Which is what I would suspect, but I find it odd that the problem presents
itself on the only two machines running OS that were released after XP.

I don't. But it is an odd symptom nonetheless, and coincidences like this
are sometimes helpful - there might be a common cause.

When I copy the .jpgs to a share on an XP machine and access them from the
Vista machine the process still isn't nearly as fast as accessing the photos
through XP but it does feel a bit faster.

It does not happen with .doc or .xls files (which are the only other types
that are used). Throughput tests show that the Vista writes to the server
at about 55Mb/s and reads at about 80Mb/s

Is it the start-up time of the image viewer that's different?
Have you tried IrfanView?

Different anti-virus software? Some filter on the Vista PCs - like the one
that used to come with Photoshop (psicon.dll) but was withdrawn because it
was slow and buggy?

Even with AV disabled, no change.

It *WOULD* solve the problem but the hotfix applies to business and ultimate
versions only. MS' solution is to upgrade to business or ultimate and then
apply the hotfix.
