We have developed a software application to help sysadmins copy local
users and groups between windows machines.

You can copy them individually or automatically as encountered in
filesystem ACLs.

http://www.schoenfeldsoftware.com/fileservermigrator

The software is not free, but available for demo.

Software Features:

Copy files and direcotories.
Copy local users and their group membership.
Copy local groups and their group membership.
Automatically import local users and groups when used in file
security.
Copy timestamps including creation time, last access time, last write
time of files and directories.
Copy file attributes like read-only, archive, system and hidden.
Copy NTFS security including securiy permissions, auditing rules and
ownership.
Copy shares.
Copy share permissions.
Automatically import file shares when copying directories.
Translate use of remote local users and groups to local users and
groups by name.
View a machines Security Identifiers.
Search and replace Security Identifiers (SID) on the filesystem and
registry.
Works with workgroups and domain architectures.

This is not a place to peddle software, if you have time to provide others
with assistance that is great but please refrain from the spam.
