Sorry for delay in response due to Newsgroup server side issue.
I understand that the Domain Controller has experienced 1373 error in Event
log. If I have misunderstood your concerns, please feel free to let me
know.
Before we go further, please help me know the following information:
1. Do you have Exchange server installed?
2. If there any other corresponding error in Event log, such as Event 1528?
I have performed lots of research in our internal knowledge base. Based on
my research, I have found some similar resolved cases, which indicate that
reinstall IIS could be solution. Therefore, I would like to suggest you
attempt to reinstall IIS and check to see the issue.
Please note: before you uninstall IIS, please ensure you have good backups
and are aware of how to reconfigure settings.
If the issue persists, please help me collect MPS_Report for further
research.

Download the MPSRPT_NETWORK.EXE from the following link and then run this
tool to gather some information from the problematic computer:

To run this tool:
1. Double-click on the MPSRPT_NETWORK.EXE file.
I understand this process may take some time, however it will not have a
negative effect on the performance.
2. A CAB file will be generated in the
%systemroot%\MPSReports\Network\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.
3. Send the CAB file as an attachment to v-ja...@microsoft.com

Based on my further research on the event log, I found a similar case in
our internal knowledge. The cause is that neither Outlook Express nor
Outlook had been installed on the DC. CDO Library requires a program like
Outlook Express or Outlook to function correctly. Therefore, I would like
to suggest you attempt to install OE or Outlook. If possible, you may first
attempt to install Outlook and check the issue. If it still does not work,
from the MPS_Report, you are using Windows Server 2003 with SP1 applied.
You may attempt to reinstall OE through reinstalling Windows Server 2003
Service Pack 1.

Based on my further research, the issue that event 1373 and 1528 produce
every 30 min should be replication issue. I would like to provide you with
more suggestions for your reference:
Suggestion 1: Reinstall SMTP service.
Suggestion 2: Regarding this issue, please first help me to check if it is
really necessary for you to use SMTP as InterSite Transport protocol or
not. If not, please start the "Active directory Sites and Services" =>
InterSite Transport => SMTP and delete all the links/settings in the right
panel. And then go to each server''s NTDS settings and change the
"transport" from SMTP to IP in the general tab.
Suggestion 3: In order to prevent the domain from using SMTP, you can use
the following steps:
1. Refer to the following URL to disable the KCC in your domain:

2. Set the replication partner manually and let them only using the IP for
replication.
