Can't uninstall powershell to reinstall Vista sp2 & the latest pwe

I tend to overload my Windows installations by installing so many programs
that eventually Windows develops a lot of errors. In WinXp, I was able to
delay the need for wipe-drive & reinstall, by reinstalling SP3. It wasn't
perfect, but the computer continued to be usable for a longer period,
foretalling the arduous task of starting all over.

My Vista Ultimate 64 bit machine is missing various wmi related files, and
seems buggy. I uninstalled SP2 to reinstall it. But now I can't reinstall
it, because my Vista machine says I have to uninstall Powershell first.

I can't. I uninstalled powershell whereever it appeared in "Programs and
Features" and I uninstalled an update in "View Installed Updates" that
included the word "Powershell". But apparently that isn't enough because
Windows says I need to uninstall Powershell.

Question #1. Does anyone have any suggestions about how to uninstall
Powershell, if it doesn't appear anywhere in "Programs and Features" or "View
Installed Updates"?

Question #2: What's the latest version of Powershell (that I could install
on my Vista Ultimate machine if I can keep it going for a while longer, and)
that I could install on my Win 7 machines? ... and where can I download it?

The simplest way is to rip it out from the Registry. Look in HKLM for PowerShell, then just remove all the keys and values from there on down out. BE CAREFUL!

Once that's done V2 should load OK. To Get V2, see: http://support.microsoft.com/kb/968929/en-us/.

But would it be like that that scene in "2001 A Space Odessey" when the HAL was
losing portions of itself?

No! ;-)

If you did run the script then the next time you try to run PowerShell,
things probably will not work right - and PS Snapins will not load. But
it's adequate to enable you to get V2 loaded.

Editing the registry is always dangerous. Make sure you only remove the
PowerShell related entries and not more. Otherwise, you may end up
gaining more experience with re-installing your system (done that...).

That is Version 2 - get the right version for your OS (64 vs 32-bit).

PowerShell V2 is pre-installed on Windows 7.

Last time I looked into the MS download page it said V2 is still under
development and subject to possible changes. How can it come packaged
with Windows 7 under these circumstances?

Because the page you are looking at is out of date. PowerShell V2 was effectively released last summer for Win7/R2, and last autumn for other downlevel OSs
