I just built a Windows 7 Media Center and when I log into windows there is a
black border all the way around my LCD 32'' screen.
NO DVD or any movie is playing yet, just pure Windows. My Screen Resolution
is already set to the max of 1920x1080 - lanscape.
Obviosly when I play a DVD the DVD also does not show-up in
full-wide-screen, etc..
Any ideas?

I will try to mess with the scaling options, but i couldn't find any such
setting in Windows 7 originally. Are you suggesting changing the screen
resolution to something smaller, then back again?
Thanks again for all your help!

The Catalyst Control Center has a Scaling tab with a slider to adjust
underscan or, overscan. You have to select the Advanced option, expand the
HDMI option, Click on Scaling options .Drag the slider to adjust.

I am using an integrated ATI Radeon HD 4200 graphics card which contains an
HDMI out. But the Catalyst Control Center does not have a Scaling option, nor
anything that say's HDMI option.
This is not cool. :(

I have updated to the latest Catalyst software 9.11. Under advanced, I do
see an HDMI tree which contains resolutions as part of it's list, but nothing
about scaling still.

I finally figured it out. This was not easy, and honestly I still have no
idea what I truly did to get it to work.
I found the scaling options, which was pretty much buried/hidden in the
"Desktops & Displays" section.... but those options were all grayed out.
Google searches said to first change my screen resolution to something really
low like 800x600, then it would have become enabled. But mine remained grayed.
I had to duplicate & extend my current Monitor, go to Theater mode and
enable full-screen, save.... then change my resolution back to my native
1920x1080 - which it then enabled the scaling.
Very weird - and for the life of me can't understand it.
Ooh well, at least it works now :) Thanks so much everybody for your input!
