Until we fix this bug, we have a work around that will help:
This issue can happen every time you shutdown if your block senders list
(safe senders list as well) contains an email with illegal characters. In
the Web UI of Windows Live Hotmail, go to your "Safe and blocked senders"
options. Then check the lists for strange characters that don't normally
appear in email address (such as ~ and |). Remove those entries from the
list. You can also clear the list completely to be sure to get all the
entries. Then give mail a try and see if that solves the issue for you.

Is a complete list of all illegal characters available ?
Or should everyone assume anything not an alphabet or numeric character is illegal ?

That's the list of *allowable* non-alphanum characters. There are also
restrictions on the domain portion: it can't start with/end with a dot for
example.
Also, domains longer than 256 and addresses longer than 512 are considered
illegal.
