Unchecked "Send and receive messages at startup" Not Effective

I have been running with "Send and receive messages at startup"
unchecked. Today when my Internet connection failed and I disabled/
enabled it, Windows Live Mail downloaded my POP3 mail without my
action. I have observed this before, mostly after rebooting and then
starting WLM.

How do I prevent this?

I am running Version 2008 (Build 12.0.1606).

Did you disable then enable 'send receive messages' at startup ?

Yes, months ago. So long ago it may have been before Version 2008. I
will do that again but it happens seldom as I leave my laptop on most
of the time.

I think that option is only to prevent an automatic connection
with a mail server as soon as the application is opened.

Depends what you mean by "without my action".

Don't open the Inbox. Or if you do, enter it only when
in a Working Offline state.

Otherwise what WLMail might try to do when you enter the Inbox
seems undefined. E.g. you would have to test and find out empirically
what it does. I wouldn't rely on the troubleshooting log to find out
either. Use netcap to find out for sure.

FWIW OE doesn't do that. You have to at least press F5 (Refresh)
but then that isn't a particularly well defined function either IMO.
E.g. it is not as clear as Send and Receive this account only,
which is what I think it may do.

Then how do I make WLM only download my POP3 mail when I click on Send/
Receive?

Pretty simple. "Without my action" means without me doing anything.
Seems straightforward enough to me.

"Don't open the Inbox." That makes an e-mail program pretty worthless.

My empirical tests show that WLM downloads my e-mail when I don't ask
it to.

WLM did it again tonight when I hibernated and resumed. When the
wireless connection was re-established, WLM downloaded all my e-mail.

I'm not talking about Outlook Express.

That would depend on what you see in the Send and Receive menu...

Are you entering the Inbox when WLMail is in Working Online
state? If so, you may be taking an action.

You could use it in a Working Offline state.
Alternatively you could use it via a Ctrl-Shift-F (Find)
for all messages received today or earlier. (Alt-c,F4,Enter)

One thing about WLMail that annoys me in this regard
is that even without an E-mail account and without
Use newsgroup Communities supprot features checked
and without
Automatically log on to Windows Live Messenger checked
and without
Connecting to Windows Live Services (e.g. Stop signing in
was used in Connection tab)
I have *still* seen WLMail waking up and trying to connect
to something periodically (e.g. with a prompt asking me
if I want to get go online.)

Nevertheless, I *do* get a prompt, so it *does* pay attention
to Work Offline (after a fashion.)

Have you tried setting Work Offline *before* you hibernate?

Tools, Accounts, Properties, uncheck Include this account when sending and
receiving.
When you want to check that account, click on the send/receive menu arrow,
select the account.

Yes.

On the Options, General tag, I only have checked "Notify me if there
are any new newsgroups," "Use newsgroup Communities support features,"
and "Play sound when new messages arrive."

I don't use any newsgroups. These must be checked by default.

My empirical tests seem really straightforward to me. I don't do
anything in WLM and WLM downloads my e-mail when the network
connection fails and reconnects. Period.

It has happened when I'm not even at my PC. Most recently it happened
when I hibernated/resumed but previously it happened when the network
connection failed and reconnected.

I believe I have WLM set to not take any action on its own and it
clearly does. I shouldn't have to play games with "Work offline" to
make WLM honor my settings.

That's EXACTLY the kind of behavior I see. Since I'm not working
offline, it just goes ahead and downloads e-mail. THAT IS BROKEN.
