I have version: 6.0.2900.2180.xpsp_sp2_rtm040803-2158.

When I click on the icon on the desktop the browser opens up at full view.
If I click on a link that requires another browser to pop-up it opens in a
minimized view. I would like it to open in a full view. I have stretched it
to shape several times but it never keeps. How is this done.

Minimized is just an icon on the toolbar. Assuming that you mean a smaller
Normal window:
Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
