The browser isn't able to go to secure sights (I can't
even send email to Microsoft), resulting in "The page
cannot be displayed" message. I've going to Tools >>
Internet Options >> Advanced tab
and running the browser with SSL 2.0, 3.0, and TSL 1.0
both checked and unchecked...same dismal results. Any
suggestions?

Another thing you can try is (winxp):
Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK
