Go to Start | Run and type this command, with the double quotes and spaces:
"C:\Program Files\Outlook Express\msimn.exe" /reg
and then make sure that OE is selected as the default mail program in both
IE and OE.

I have already done this and I still do not get the option
to select outlook express as my email program for the
internet and when I select outlook express as my default
mail handler in outlook express, it selects it then when I
go back to outlook express it actually reflects that it
has not been selected.

Steve Cochran thinks that that may do more damage
than an msimn /reg or even an IE Repair can fix!
He recommends reinstalling IE. However, somebody
else I was trying to help claimed that this had already
been tried so YMMV.
