Out of memory

I need some help,
on boot i get "there is not enough memory available to run
this program" when trying to bring up a dos prompt. when
i check virtual memory and change it to let me manage the
memory settings the specify the settings i want to use
then hit ok and apply, the pc dosen't ask me to reboot.
if i manually reboot, the settings revert back to let
windows manage the memory settings.

How much RAM in machine? How much FREE space on harddrive/partition
that Virtual Memory (Swapfile) is on? Post config.sys and autoexec.bat

the grayed out values you should see the settings that you entered.
Windows is managing the virtual memory but is doing so in accordance with
your specifications.

One note - never repeat never specify a maximum size limit for the virtual
memory in Windows 95/98/Me. There is no benefit that can ever achieved by
doing so and it can cause problems ranging from "out of memory" errors
when you try to launch a new application all the way up to the total
destruction of the contents of the hard drive.

I have 768 mb ram on the system

add that and make sure there are not 2 or more [vcache] sections.

I've read, "If you can't start a DOS session because of low memory, the Clipboard may, surprisingly, be the cause." "Windows 98 Secrets" (Livingston/Straub), p. 1117. If that's it, just copy something small into the Clipboard, which will flush it.
